SAFE Network and Chinese Firewall

Could the Chinese Firewall block access to the SAFE Network for Chinese citizens? If so, could they use a VPN to connect to it?

In short:

The only way they can actually stop the Safe network in a country is to shut off the whole Internet. It just can’t be shut down
