Double Charge on Already Uploaded File? SAFE-FS vs Dave Payment Issue

I uploaded with SAFE-FS App v3 “Sex variant women in literature _ A historical and quantitative survey by Foster.txt”

    3775e1c70dfd178df276b5aa29c81be39c80f064ed404f3a53bf4a07621e904a

and was charged 1 cent in ETH and 0.00000022 ANT, after about 2 hours I tried to upload it with Dave and was charged another 0.000001 ANT.

I was under the impression that data that has already been uploaded should not be charged again. Is this a bug?
