My take is to create a cooperation of inhabitants in a given location. Their entrance fee to the coop would give enough capital to buy e.g. https://librerouter.org which would be the center of the mesh. Rent so a fiber cable from the owner of said cable (so no ISP) and the coop members pay just 10% of what they else would pay to an ISP for unlimited internet access at high speed.
