Always consider the source.
Consumer Reports is an American publication (I used to subscribe to them when I lived in the US) and it looks like they are intending to do a deep dive on the US prices only.
I’m curious how prices compare across the globe.

Yada Yada. Will it never end? Probably not, just like the JFK conspiracy theories.
The Warren Commission was deemed to have done an inadequate job in their investigation, hence stoking the fire of distrust. As you say, this is similar.
Investigations of high profile, politically charged incidents are only rarely effective, and not for reasons of conspiracy, but because they are politically charged. Even in less contentious, less immediately political cases investigations often fail to be effective because there are so many ways for them to stumble.
One which was effective is the Challenger (space shuttle) investigation. This was high profile, but not directly political in that it was not about elections or politicians etc, yet it was also likely doomed to fail but for one thing. There, I think the main reason they got to the bottom of it is that the President insisted on Richard Feynman being on board, so he could be side lined. His rigour ensured the right questions were asked and that people had to answer them. It’s very rare that this happens IME.
It’s not necessary to have a conspiracy for highly charged, politically important investigations to fail IMO, it’s actually just the most likely outcome because usually the appointments are politically motivated, or nepotistic, or cronyism etc, rather than what’s best for uncovering and delivering the truth.
Even there Feynman had to break ranks and disobey his managers, revealing the o-ring in the glass of ice was his moment to expose the issue and forever be cast out of such investigations. The governing bodies were pressuring him to shut up, thank God he never did though.
What is up today (and yesterday): the water level in a lot of places in Germany and the Benelux.
Datacenters, are they not often near rivers for cooling? I wonder if they all take into account higher then normal floods due to climate change, like it seems the case now. Another potential reason for decentralization.
