I think new users require trust Level 1 status to view those links. Perhaps a moderator can confirm and explain what is required to reach that level, I doubt that it is hard.
If you just want to get onto the landing page, just type safenetforum.org into your browser’s address window. Which browser are you using?

This will set up an 11-node network on your local machine that you can use to gain experience with the various safe commands. I would recommend reading safe_network/sn_cli at main · maidsafe/safe_network · GitHub as well.
