On debian 12 or 13 can you install node launchpad and have it run such that everything it does goes over tor? Any documentation? Thanks.

Today it might, but next incoming update will prevent it. Tor does not forward ports (port forwarding or upnp modes), and today relaying nodes exist. But after upgrade relaying through other nodes is being removed.
And of course the speed would cause plenty of connection issues when using TOR
