I hope this will cover the reasoning behind point 12 as well. I’m also guessing this reasoning is that the risk that a global ‘Safe Network’-time will compromise other, more important points on the list is seen as too high.

100% on the mark. I don’t think anyone would be against a global counter/clock or similar, but we do not see that as something we need to solve for v1. It will require a large lengthy discussion for sure.
