Absolutely. Anything can be used for speculation. Pokemon cards, jewels, oil, autographs. Anything some thinks they can buy low and sell high.
Well there are vouchers. I intuitively see a currency that is used for more than to transfer value as a problem. The trade in the currency itself seems like damage or manipulation. Vouchers work against this, but how to get this problem out of currencies? May be fine in the scaling or bootstrap period but its ponzi if it persists.
The original ponzi scheme was born out of trading vouchers (mail vouchers) and when he could not get enough vouchers he then pretended by paying previous “investors” with money from new “investors”. So you could say vouchers birthed the pyramid scheme ponzi.
Vouchers are placeholders for currency… We’ve all seen how that works out… I’ll stick with M1 whenever I can.

When you look at the above case, they can control the market.
The most recent one is the Bitcoin Gold, where people is now under the illusion of free money after the Segwit2x.
Swarm is not an Honest Data Network so it would be a hollow/ short lived win.
To be clear, make it autonomous and then make it decentralised. Then we stand a chance of achieving security and privacy. Then we can all achieve that elusive freedom that the future demands of us.
