I don’t agree with that because what it is displayed by a safe site could change without increasing its version number and this goes against PWEB principle.
I don’t find the link, but I remembered that someone at @maidsafe agreed with this.
An added advantage of versioning external references is the stability and safety of your site: no risk of breakage by an unfortunate uncontrolled external change.
